Your puppy needs to know that each time he relieves himself on the pad or newspaper (or outside), he gets praised and given delicious treats. You must praise him as soon as he has finished. Say “good boy” and give him a fabulous treat like a piece of chicken. At this stage, reserve that special chicken treat only for successful elimination rather than for any other good behavior. What you are doing is building up a positive association between a reward and elimination that takes place in front of you, whether it is on the paper or outside.
